Artificial intelligence in the management of internal affairs bodies of Russia: a sociological and managerial approach to the analysis of digital transformation

Abstract
This article analyzes the state of the art in integrating artificial intelligence technologies in the management system of Russia’s internal affairs bodies. Drawing on theories of the sociology of management, concepts of the information society, and historical parallels with industrial revolutions, the authors substantiate that the ongoing digital transformation of the Ministry of Internal Affairs of the Russian Federation is not only a technological process but also a profound social process. The study demonstrates that the technical and legal approach dominates the existing discourse, while comprehensive sociological studies of the transformation of managerial processes, employee’s professional culture, and their interactions with society are absent. The researches conduct a secondary data analysis (VTsIOM surveys, studies conducted by the Ministry of Internal Affairs, and regional surveys) and identify a “triple blind spot” in modern science: underdevelopment of transition management models, the neglect of the perspectives of rank-and-file employees, management, and the public, as well as the absence of triangulation studies. Within this framework, the authors formulate study hypotheses and propose a program for empirical study. The work has a pilot character and serves as a conceptual foundation for the design of a subsequent empirical study.
