Value dominants in public-power relations

Abstract

In the context of political change, the transformation of public space has become an objective reality. This transformation is marked by digitalization, greater access to information, growing political activity, and increasing public demand for participation. Under these conditions, the analysis of the value foundations of power becomes essential for understanding the development of public power relations. The system of public power relations functions on the basis of a hierarchy of competing value dominants. The configuration of this hierarchy determines the characteristics of the political regime and the nature of state-society interaction. It exposes and intensifies internal contradictions or contribute to socio-economic development. This study aims to analyze the theoretical aspects of political value transformation and to identify the current value dominants in public power relations at the regional level. To achieve these objectives, the authors of this article conducted a sociological survey applying Google Forms between January and March 2026. The aim of this social research was to find out the opinions of citizens about the value dominants of contemporary government and the contradictions embedded in the basic values of public power relations. The hypothesis is assumption that contradictions in the understanding of political values and priorities exist even among citizens themselves, and that these contradictions influence the configuration of public power relations. The results of the study have a pilot character. However, they can serve as a basis for monitoring changes in regional community expectations toward the system of public authority.
