Aim and Scope

Proceedings of Higher Educational Institutions. Sociology. Economics. Politics is an academic journal that focuses the attention on the theory and methodology of research of social, socio-economic, socio-political and socio-cultural processes.

The journal publishes materials that give a sociological interpretation of current theoretical and practical problems of Russian society and its regions, and also summarizes foreign experience in solving socio-economic, political and legal, ethno-cultural, historical, demographic and other aspects of society.

Our credo is professionalism, scientific reasoning, a constructive and critical position in relation to the activities of government institutions and civil society.

The journal is designed for scholars and practitioners interested in creating conditions for a sustainable and balanced social development of society and the formation of an environment conducive to the development and realization of the creative potential of the individual, for those who conduct a scientific analysis of contemporary social realities, seeks to reflect complex social processes, to develop ways transform.

This is an open access journal. All articles are made freely available to readers immediatly upon publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review

The editorial board of "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" journal adheres to the recommendations of COPE in its work with manuscripts, reviewers, and in organizing the peer review process.

Reviewing Type

The manuscripts submitted to the " Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" editorial office undergo a double-blind peer-review process. It means that neither the authors nor the reviewers know each other’s full names and affiliation. All correspondence is managed by the "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" editor. Each article is sent to at least two reviewers.

Review Period

The review process for "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" takes, on average, 1 to 3 months. This period includes initial manuscript assessment, reviewer selection, time to prepare a review, author revision and re-review periods, and the involvement of additional experts if needed.

Review Progress

The editor is responsible for selecting reviewers for "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics".

Each article is sent to two reviewers. In cases of disagreement between reviewers, the manuscript may be sent to third reviewer.

The editor of "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" will inform the author of one of the following decisions regarding the manuscript:

Accept for publication. In this case, the manuscript will be included in a regular journal issue and will be prepared by the editor for publication. The author will be notified of the publication timeline.

Accept after minor revisions. In this case, the author will be asked to revise the manuscript based on the reviewer’s recommendations within a week. After elimination of deficiencies or justified refusal to implement certain changes, the manuscript will be accepted for publication.

Accept after major revisions and re-review. In this case, the author will receive a suggestion to change the manuscript based on the reviewer’s recommendations within two weeks. Subsequently, the manuscript will be sent for re-review. The author will receive a final decision regarding the manuscript within 30 days.

Reject. In this case, a reasoned refusal to publish the manuscript will be sent to the author. This refusal does not prohibit authors from submitting manuscripts to "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" in the future. However, if publication is refused due to gross violations by the author, the editor-in-chief may decide to include the author in the blacklist, and other articles by this author will not be considered.

The editorial board of "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" allows for three rounds of review. This means that after the initial decision for revision, the author has two opportunities to make changes as recommended by the reviewer or to provide a reasoned justification for not making them. If, after the third round of review, the expert still has comments, the editor will offer the author one of two options: to consider publishing elsewhere, or to resubmit the article with the necessary revisions after a six-month period.

If the author does not intend to revise the article, they must notify the journal’s editorial board. Work on this article will be discontinued.

If the author has a conflict of interest with a potential reviewer of the manuscript, they must notify the editor of the journal. The editorial board of "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" will select an alternative reviewer if necessary.

If a conflict arises between an author and a reviewer during the manuscript review process, the editor of "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" has the authority to appoint a new reviewer for the manuscript and involve the editor-in-chief to resolve disputes.

Articles authored by the editor-in-chief, deputy editor-in-chief, executive secretary, or members of the editorial board may be published in "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics", provided there is no abuse of their position. Manuscripts authored by the journal stuff are sent for double-blind review exclusively to external experts. To resolve internal contradictions or conflict situations within the editorial process, only external experts may be involved. In the event of a conflict regarding the publication of a manuscript authored by the editor-in-chief, the final decision will be made by the members of the editorial board.

The editorial board of "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" does not exempt any scientists from reviewing manuscripts, regardless of their status.

The reviews’ copies are kept in the editorial office of the journal for 5 years.

Privacy policy

The editorial board of "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" protects the personal data of both reviewers and authors and will not disclose it.

Every manuscript submitted to "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" is treated as a confidential document by the editorial board. The journal expects reviewers to maintain the confidentiality of manuscript texts and to avoid discussing them with third parties without prior consent from the editor.

Reviewers may involve third parties in their review work only with the editor’s permission.

Reviewer Responsibility

By accepting a manuscript for review for "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics", reviewers agree to adhere to the journal’s policies concerning manuscript assessment, review preparation, conduct, and ethical standards.

To ensure the high quality of published content in "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics", reviewers should only assess a manuscript if they possess sufficient expertise in the relevant field and has adequate time for a thorough and comprehensive evaluation of the article.

Reviewers must disclose any potential conflicts of interest (personal, financial, intellectual, professional, political, or religious) to the editor. Any doubts should be discussed with the editor.

A reviewer must decline to review if:

  • They are the author’s supervisor or subordinate, or hold joint grants with the author.
  • They do not intend to prepare a review but only wish to read the article.
  • They are preparing their own article on a similar topic for publication.
  • They are reviewing another article on a similar subject matter.

Reviewers must confirm their intent to review an article and complete the work within the deadline set by the editor. If unable to complete the review, it is advisable to suggest an alternative expert to the editor.

Reviewers must not use their position for personal benefit or solicit citations for their own work from authors.

All materials provided by the editor are strictly confidential. Reviewers are prohibited from sharing these materials with third parties or involving other specialists in the review process without the explicit consent of the editor of "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics".

Reviewer Guidelines

The editorial board of "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" offers a streamlined review form to assist reviewers. This form addresses the critical questions the editor requires for manuscript decision-making.

We kindly ask reviewers to place particular emphasis on the "Comments" section to help authors improve their current and future work.

Content and Structure of the Review

This section is based on recommendations from NEICON. The editorial board of "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" has obtained permission from NEICON to use their methodological guidelines in the journal’s review policy.

A manuscript should be evaluated by 10 criteria:

  • Originality;
  • Logical accuracy;
  • Statistical accuracy;
  • Clarity and conciseness of writing style;
  • Theoretical significance;
  • Reliable results;
  • Relevance to contemporary research fields;
  • Reproducibility of results;
  • Literature coverage;
  • Application of results.

Comments for the Editor

Conflict of Interest. Describe any real or potential conflict of interest related to the manuscript’s content or authors that might lead to a biased conclusion.

Confidential Comments. This section is intended for comments that will not be shared with the authors. It includes the reviewer’s final recommendation on the manuscript’s fate, the reviewer’s assumptions, expression of doubts regarding potential ethical violations, as well as suggestions and accompanying comments (e.g., the reviewer may advise the editor to request additional information from the author).

Suggested Decision. Typically a brief conclusion on the manuscript’s fate (e.g., accept for publication, accept for publication with minor revisions, accept for publication with major revisions, reject, reject and invite resubmission).

Manuscript Evaluation Criteria

Relevance to subject area 

Reviewers should not spend time on irrelevant manuscripts, regardless of their quality. The primary assessment should be whether the manuscript aligns with the journal’s subject area and audience interests.

Methodological accuracy

Does the research design, scientific methodology, structure, content, and depth of analysis meet all essential requirements? Does it uphold principles of impartial scientific inquiry, and are the results reproducible? Is the study sample adequately constructed and sufficiently analyzed to allow for generalization of findings?

Novelty

Does the research offer a new contribution to its relevant field?

Ethics

Does the research demonstrate originality, and is it free from conflicts of interest? Even if a manuscript appears highly significant, it cannot be published if it is redundant, plagiarized, or violates core ethical principles of research: legality, value, and respect for persons.

Final Reviewer Decision

The editorial board of "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" suggests using the following justifications for a reviewer’s final decision.

Accept for publication

The reviewer concludes that the article is ready for publication in its current form. The article is well-founded, ethical, significant for the scientific community, and complements already published works. The writing style is clear and concise.

Accept after minor revisions

The article has non-critical issues that require correction. These may include poor article style, lack of clarity, insufficiently developed article structure, errors in references, or redundancy between figures/tables and the text. After revisions and re-evaluation, the article can be accepted for publication.

Accept after major revisions and re-review

The article contains serious shortcomings and errors affecting the reliability of the obtained results: issues with ethics, research design, methodological gaps, poorly presented results or their incorrect interpretation, insufficient discussion of limitations, contradictory conclusions (or conclusions disproven by the author’s own statements), absence of citations to important research, unclear tables and figures requiring substantial revision. After re-evaluation, the article may be accepted, rejected, or sent for additional expertise. Such a decision often requires collecting additional data from the author.

Reject

The work does not align with the journal’s aims and objectives, has one or more irremediable flaws, or serious ethical issues: lack of publication consent, unethical research methods, discredited or erroneous methodology (e.g., ignoring a process that significantly affects the results). In such cases, authors should not submit a revised document for consideration unless specifically requested. The reviewer should provide detailed comments to guide the author in improving the work.

Reject and Invite Resubmission

The topic or research question is interesting, but the author has used incorrect or insufficiently reliable methods, and therefore, the obtained data are also unreliable. This decision is also possible in cases where the article requires numerous changes or when it is impossible to obtain the requested additional information from the author. Authors are invited to re-conduct the research considering the recommended changes and submit new results for consideration.

Review Editing Policy

The editorial board of "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" expects all reviews to be written in a constructive tone and in accordance with the grammatical standards of the Russian language. Personal attacks, author insults, and unfounded criticism of the research, language, or style are forbidden.

While the editorial board of "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" aims to transmit reviews to authors in their original form, minor edits may be made to ensure clarity and relevance without losing its meaning (e.g., to consolidate similar expert feedback or to remove any confidential comments inadvertently included in the author-facing section).

The editorial board of "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" reserves the right to return a review to the expert for revision if it contains numerous errors or an unacceptable tone.

 

Publishing Ethics

Proceedings of Higher Educational Institutions. Sociology. Economics. Politics Journal is guided by the principles of publication ethics developed on the basis of the international standards (COPE,  Ethics Committee of the Alliance of Independent Region Publishers). An article's publication in a peer-reviewed journal is an important element for evaluating the quality of the author's work. That's why it is important to agree upon the standards of expected ethical behavior.

Publication ethics consists in compliance with the following requirements:

For authors:

  • an article's authors should specify only the researchers who have made a significant intellectual contribution to the obtained results; It is supposed that all authors agree with the publication of an article and do not object to the specified order of authors in the article;
  • the author who is in correspondence with the editorial board is responsible for the accuracy of the obtained data and is obliged to exactly and timely inform the co-authors;
  • an author(s) of the article should provide only reliable research results as well as objective discussion of the research significance. The description of the materials and methods of the research should be so detailed that it was possible to exactly reproduce and obtain the relevant results. Knowingly erroneous or falsified statements are not allowed as it will be considered a gross violation of publication ethics. The manuscript will be rejected from publication;
  • the borrowed fragments that were used in the work should be provided with the original sources which are represented in the list of references;
  • an author(s) should not submit to the journal an article that is under consideration in the other journal or had been previously published;
  • to the editorial board of "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" Journal an author (s) should submit an article prepared in accordance with the guidelines for authors:
  • an author (s) can make changes to his article before its acceptance, if it is agreed with the editorial board;
  • an author(s) reserves the right to distribute his(their) article after the publication in "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" Journal, providing a link to the journal;
  • an author (authors) can place and archive the works on his website or institutional repository;
  • an author(s) has the right to cite his(their) article that was published in "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" Journal in subsequent works, providing a link to the journal;
  • an author(s) has the right to withdraw his article from publication;

For the journal's editorial board:

  • the journal's editorial board should consider each manuscript submitted for publication in the unbiased way;
  • on the journal's website there should be placed a list of necessary requirements for submission of articles;
  • editorial board should keep the review process confidential. It is forbidden to distribute, use the materials for personal purposes without the an author's consent;
  • the journal's editors, without the participation of reviewers, can reject the submitted manuscript if it goes beyond the goals and topics of the journal; it is of bad quility; in the submitted materials it was revealed a fundamental contradiction to the ethical principles the journal abides by;
  • editorial board should make every effort for processing the submitted materials in a timely manner;
  • the journal's editors should guarantee that the published materials comply with the international standards of scientific and publication ethics;
  • the journal's editorial board should bring into accordance with the author(s) editorial changes that should be made in the article;
  • editors should follow the principle of double-blind peer review;
  • editors should guarantee high quality of materials published in the journal;
  • editorial board reserves the right to ask for the original (not revised) research data from the authors including for providing them to the peer reviewers;
  • in case of arising disputes, the journal's editorial board should carefully study every case and consider the arguments of all interested parties. Before taking further action, the editorial board strives to obtain the most accurate information from all parties. The editorial board's decision should be objective and not be affected by third parties.

For peer reviewers:

  • a peer review process of the article lasts for 2 or 4 weeks if anything else is agreed with the editorial board;
  • a peer review process of articles should be objective. Biased attitude to the peer-reviewed material is not allowed. Recommendations of a peer reviewer should contribute to improving the quality of the article;
  • a peer reviewer has no right to spread the information on the peer review process to third parties, except the cases approved by the editor;
  • if there is a conflict of interest, a peer reviewer should notify the editor and not continue peer reviewing the work;
  • a peer reviewer who has no sufficient knowledge for evaluating the manuscript should inform the editor with a request to exclude him from the peer review process of the manuscript;
  • a peer reviewer is not forbidden to evaluate the submitted manuscript if he has personal or professional relations with the authors;
  • a peer reviewer is forbidden to distribute or use the materials for his personal purposes;
  • in case of the expert's decision on the necessity to make changes in the article, the author sends to the editorial board a revised version of the article which will be peer rereviewed.

Originality and plagiarism:

  • different forms of plagiarism can be providing someone else's work; copying (paraphrasing) essential text fragments from other works (without reference to the source); use of pictures, photographs, tables, graphs and other forms of graphical representation of information without specifying the source; use without a written permission of materials the authors or copyright holders of which prohibit the use of their materials without special consent; claiming one's own rights to other people's work. Any kind of plagiarism is unacceptable for publication in "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" Journal;
  • all articles that are submitted to the journal are subject to obligatory text verification for plagiarism through Antiplagiarism System. If necessary, the editorial board can use additional tools for searching for the borrowings. The articles with a low percentage of uniqueness (less than 75%) are not approved to publication;
  • the journal's editorial board does not allow the use of the techniques that will allow to increase the level of the article's uniqueness. The articles in which there were revealed the signs of technical modifications for the purpose of artificial increase of the text uniqueness will not be published in the journal even in case of revising.
  • surveys and other articles, which for objective reasons require more citations, are considered by the editorial board on the individual basis.

Plagiarism reveal is carried out within the framework of scientific peer review as well as after the publication of articles if there was an appeal of readers with the relevant statements. Illegal borrowing the results of other people's works contributes to the withdrawal of the article from publication even if it has already been published.

Disclosure of conflicts of interest:

The editorial board of "Proceedings of Higher Educational Institutions. Sociology. Economy. Politics" Journal encourages the authors to disclose financial or other potential conflicts of interest that can affect the results of the peer review process.

Potential conflicts of interest can be:

  • getting financial compensation for participation in writing an article;
  • any relations with organizations that have a direct interest in the subject of the research;
  • getting financial support for any stage of research or manuscript writing (including grants and other financial support);
  • competitive and other relations of editors and peer reviewers with any of the authors of the submitted work.

To prevent conflicts of interest and in accordance with the accepted ethical standards of the journal, each of the parties has the following responsibilities:

An editor should:

  • pass an article for consideration to another peer reviewer if there is a conflict of interest with a peer reviewer and an author;
  • ask the information on possible competitive interests from all participants of the article publication process;
  • ensure the publication of edits if information on the conflict of interest was obtained after an article's publication.

An author should: 

  • specify known and potential sources of conflict of interest;
  • provide a place of work and a source of financing of the research;
  • prescribe the absence of conflict of interest, if it corresponds to reality.

A peer reviewer should:

  • inform the journal's editor-in-chief about the conflict of interest (dual obligations, competing interests) and refuse to peer review an article.

The information about conflicts of interest obtained from the authors of the manuscripts is not provided to peer reviewers and is available only to the editorial board when making a decision on the publication of the manuscript.

The editorial board members, authors and peer reviewers should keep confidentiality of all stages of the article publication process. No matter if the submitted manuscript is published, correspondence with the journal and the peer reviewers' reports should not be disclosed or used for personal purposes without the prior written consent of all parties. To avoid the cases of publication ethics violation, the conflict of interests of all parties involved in the article publication process should be excluded.

Author fees

Publication in “Proceedings of Higher Educational Institutions. Sociology. Economics. Politics" is free of charge for all the authors.

 

Disclosure and Conflict of Interest

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

 

Plagiarism detection

"Proceedings of Higher Educational Institutions. Sociology. Economics. Politics" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

The editorial board of the "Proceedings of Higher Educational Institutions. Sociology. Economics. Politics" allows authors to post the manuscript as a preprint before submission for review and to archive independently their articles in disciplinary and institutional repositories.

 

Preprints

The editorial board of the "Proceedings of Higher Educational Institutions. Sociology. Economics. Politics" encourages uploading preprints on preprint servers. The Committee on Publication Ethics (COPE) defines a preprint as 'a scholarly manuscript posted by the author(s) in an openly accessible platform, usually before or in parallel with the peer review process.' 

A preprint publication shall not be considered duplicate publication nor shall it influence the editor's decision to publish it in the "Proceedings of Higher Educational Institutions. Sociology. Economics. Politics".

The author must notify the editorial board of the "Proceedings of Higher Educational Institutions. Sociology. Economics. Politics" about the posted preprint at submission of the manuscript for review, furnishing a link to the preprint with its DOI identifier and the dissemination terms and conditions.

It is the author’s responsibility to add a link to the published manuscript in the preprint record. The link must contain the DOI and the URL of the article published on the journal's website. The original preprint should not be modified based on the reviewer’s and editor’s comments. The preprint should not be replaced with the text of the published article.

Do not delete the preprint text.

Manuscripts Accepted for Publication

The editorial board of the "Proceedings of Higher Educational Institutions. Sociology. Economics. Politics" allows manuscripts that have been reviewed and are accepted for publication to be archived independently.

 This version of the manuscript may be disseminated through:

-   personal website or blog;

-   institutional repository;

-   disciplinary repository;

-   direct interactions with faculty or students by providing this version of the manuscript for personal use.

 

The text of the manuscript should contain the author’s clarifications about its status and information about the planned publication.

 

Example: The ARTICLE TITLE has been reviewed, accepted for publication, and will be published in 2021 (3) of the "Proceedings of Higher Educational Institutions. Sociology. Economics. Politics".

 

Once the final version of the manuscript is published, it is the author’s responsibility to add a link to the published article to the publication record. The posted text should not be modified based on the reviewer’s and editor’s comments. Do not replace the text of the posted manuscript. Do not delete the text of the posted manuscript.

 

Final Versions of Manuscripts

The editorial board of the "Proceedings of Higher Educational Institutions. Sociology. Economics. Politics" allows manuscripts that have been peer-reviewed, accepted for publication, edited and ready for publication (proofread and typeset) to be archived independently.

 This version of the manuscript may be disseminated through:

-   personal website or blog;

-   institutional repository;

-   disciplinary repository;

-   direct interactions with faculty or students by providing this version of the manuscript for personal use.

 Once the final version of the manuscript is published, it is the author’s responsibility to add a link to the published article to the publication record. The posted text should not be modified based on the reviewer’s and editor’s comments. Do not replace the text of the posted manuscript. Do not delete the text of the posted manuscript.

 

Revenue Sources

The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints.
